Under the High Patronage of His Majesty King Mohammed VI

At the economic level, this model is based on large-scale investment projects designed to stimulate economic growth, generate wealth and employment, and promote the social and solidarity economy. This approach is part of a sustainable development dynamic that takes into account environmental protection and the safeguarding of the rights of future generations, particularly through a focus on renewable energy.

A word from the State Secretary for Crafts and the Social Solidarity Economy

The social and solidarity economy represents a strategic pillar of the social State envisioned by His Majesty King Mohammed VI, may God assist Him—a Morocco that is more inclusive and more resilient. Rooted in the values of solidarity, civic engagement, and social utility, it drives a concrete dynamic of shared wealth creation across all territories.

The 5th National Debate marks a decisive turning point. They pave the way for the development of a foundational framework law designed to sustainably structure the sector. This framework will aim to clarify the scope, recognize the diversity of organizational forms, regulate governance and limited profit principles, and strengthen operational tools through tailored mechanisms of support, financing, labeling, and access to public procurement.

I call on all stakeholders—institutions, territories, organizations, and citizens—to engage and mobilize. Through collective intelligence, let us make this moment a national

Social and Solidarity Economy

Today, the Social Solidarity Economy (SSE) is a fundamental pillar of the social state desired by His Majesty King Mohammed VI, may God assist Him, a model that places people at the heart of development, and aims to reduce inequalities, promote inclusion and guarantee dignity for all.

Morocco, fully committed to the implementation of the Sustainable Development Goals (SDGs), recognizes SSE as a strategic partner in this endeavor. The State Secretariat in charge of Handicrafts and the Social and Solidarity Economy, through its initiatives, programs, and reforms, actively promotes a structured and lasting contribution of the SSE sector to the SDGs by encouraging alternative economic models with strong impact.

By supporting social entrepreneurship, backing high-impact local initiatives, and assisting grassroots actors, SSE contributes to the localization of the SDGs and to the strengthening of community resilience. Through the National Debate on Social and Solidarity Economy, this convergence of public policies, international commitments, and local dynamics becomes tangible. It reflects the Kingdom’s will to root its development model in a logic of equity, sustainability, and citizen participation, in line with the principles of the 2030 Agenda.
